EMBARGO ON ARMS

Mr Key Pittman, chairman of the Foreign Relations Committee of the Senate, to-day introduced in the Senate a resolution which will require the President to place an embargo not only on shipments of arms, munitions and implements of war from the United States to warring nations but aTso on any other article and materials the President deems ncces sary, thus raising the subject Congress has long been dreading, since cotton, copper, oil, steel, automobiles, grains or nearly everything the nation exports in any quantity might be deemed materials of war. Senator Pittman said the resolution was intended to replace the joint resolution prohibiting the shipment of arms and aeroplanes to Spain, which will expire on May 15. He said it embodied ideas which were liis own but which had been discussed frequently. The State Department intends to send the resolution to the President’s Deparment immediaely for its study
