PEACE NEGOTIATIONS. CHINA WILL APPEAL TO THE POWERS. . WEARY OF THE WAR. Tokio, February 24. The Imperial Diet has voted sixteen million pounds sterling with which to continue the war against China, and has also made Corea a loan of half-a-million sterling. ’Tokio, February 25. Another large fojbe is mobilising at Hiroshima with the intention, it is believed, of making a descent upon Formosa. Shanghai, February 25. The Chinese armies at Yegkow and Ninchang are retreating. It is reported that Li Hung Chang is "accredited with fullest powers to treat with Japan for a declaration of peace. The Chinese Court is weary of the war, and it is generally believed,' if ithe present mission fails, the Emperor A of China will appeal to the Great Powers to step in, and bring the war to a close, promising,- in return, to open a portion of the country to foreigners. ; : - •;
