REPRESENTATION BILL.
Tun debato on Tuesday night has had a very marked effect on members' minds in regard to tho Hare system, and it is now intended to take a division on the question. The numbers will probably provo closer than was anticipated, especially as tow n representatives are beginning to recognise the obvious fact that the adoption ot the system of proportional representation affords the best means of conserving the rights of their constituents a& against the attempts of tho country member-* to secino a monopoly of political power by a 33^ quota.
