THE RUSSIAN MINISTER OF FOREIGN AFFAIRS. JUBILEE LETTER FROM THE CZAR. ST. PETERSBURG, Nov. 1.
M. De Giers, Minister of Foreign Affairs, who entere 1 the Asiatic branch of that political department in 1338, has been honoured by the Czar with a complimentary letter on the occasion of the celebration of the jubilee of his entry into the public service of Russia. His Majesty, in his letter, expressed a belief that if the peace of E a rope is to be endangered, it will not be by Russia ; for that country is not by any means desirous of disturbing the existing order of things. The letter is most pronouncedly of a pacific character, and in diplomatic circles is regarded as an assurance of peaceful intentions on the part of Russia.
