In an article headed "How We Are Governed," the " Post" 1 sayb : " The spectacle ot the Premier, the Colonial Secretary and the Minister of Lands sitting in Cabinet settling the re-organisation and reduction of the Public Works Department, while the Minister ot Public Works is on hi& way to the Melbourne races, isasomewhat stiiking one. Ordinary people would have supposed that the counsel of the Minister specially in charge ot the depaitment, and therefore mobt iamiliar with its opeiations and othcers, would have been indispensable on such an occasion, but fclii- it appeals would ha\e been a mistake. That is not at all how thingb are managed in the Government of t'lici colony. Mr Mitchelson will probably return to find his department turned topsy-ouvvy and re-organised beyond recognition, and then, ot course, he will het to woi k quietly to put things right attain in accordance with hi^ o\\ n views as to how they should be, and the public will have to pay for all loss resulting from constant changes and chronic disorganisation."
