That is not at all how thingb are managed in the Government of t'lici colony. Mr Mitchelson will probably return to find his department turned topsy-ouvvy and re-organised beyond recognition, and then, ot course, he will het to woi k quietly to put things right attain in accordance with hi^ o\\ n views as to how they should be, and the public will have to pay for all loss resulting from constant changes and chronic disorganisation."
