A NEW CHINESE BILL.

The rejection by the Chinese Government of the treaty lately formulated by the United States, has led to prompt action by the authorities at Washington. On September 3rd, Mr Scott of Pennsylvania, asked consent of the House ot Representatives tor immediate consideration of a bill excluding Chinese labourers and all others of the Emperoi'fe subjects from American territory, and declaring all certificates of identity void and of no onVct. In a woid, the bill i« one of complete exclusion. There was no objection to the bill, and it was pafcscd without discussion. On being presented to the Senate the measure was debated, and after a good deal of backing and filling, passed on the 7th. The bill had not been signed by the President up to September 24th. Both political parties on the Pacific Coast express intense satisfaction with the prompt measuies taken by tho Congress.
