THE REJECTED TREATY.

The New York "HeialdV Washington correspondent of September 6th, says that Chang Yhen Hoon, the Chinese Minister who was called to Peru on official business several months ago, was to leave Lima on the 12th September for the United States. It was the Minister's original intention to return to his country by the way of San Francisco, in which city he proposed remaining for a brief peiiod in order more fully to acquaint himself with the Chinese question on the Pacific slope. He has changed his plan on notification from the Chinese authorities, and will pioceed at once to Washington in oider that the Emperor's wishes regarding the Chinese treaty may be communicated through him to Secretary Bayard. A confirmation <-f the rejection of the Treaty was officially received at the White House from Pekin during a meeting of the Cabinet September 6th. A despatch from Shanghai says there have been several riotous demonstrations on account of this Treaty, and a mob had attacked che American official residents at Canton.
