TOWN BOARD BY-LAWS. (TO THE EDITOR.)

Sir. — Our Town Board have framed a large number of By-laws, which by advertisement in a recent issue of Aroha and Ohinemuui News, it is stated were to come into force on the 15th Oct. Having obtained "a copy of the By-laws, I observe that we are far in advance of the boroughs of Hamilton and Cambridge, as eai th closets are to be universally enforced, efc. Also thai horses are not to bo permitted to run between sunset and sunrise. This stringent law is not apparently to be applied to the owner ■> of cows iv the township, who presumably will enjoy tho same piivaleges as heretofore with respect to free grazing. Can you inform me what reasons were adduced by the Board for thus favouring cow owners versus horse owners. In my opinion cows are a tar greater nuisance than horses, and give more oii'ence by soiling and lying about on the footpaths. Can you kindly inform me if the By-laws can be legnlly enforced, as I have heard a question raised with respect to the manner in which thoy were framed, — I remain etc. Ratepayer, Te Aroha October 28th 1887.

[The reasons for putting restrictions on horses but not on cows was not discussed during the public sitting 1 of any meeting of the Board, so far as we are aware. We are of opinion that the requirements laid down by the Acts with respect to the framing and bringing into operation of By-laws in a Town District, have only been partially complied with, and that theret'oie they januot be legally enforced. Should yon week any further information re Town Board mattein or its By-Laws> by attending the monthly meeting of tlio Bo.ird to b« held on {Saturday evening (29th in-t- ), wo are sure any reasonable iniorination will be readily afforded you.
