Negotiations between the British and Ilussian commissioners on Afghan boundary question are still proceeding here, and are reported to be making favorable progress towards settlement. London July 14. It is understood that the Sultan approves of Duke Ferdinands election, and has formally lequested the powers to acquiesce.
