Berlin, February 9. The Pope hti3 issued another despatch to the Roman Catholic electors, again enjoining them to support those candidates who will support the Increase of the Army Bill.

Constantinople, February 12 Preliminary negotiations between Kiamil Pasha, Vizier, and the Bulgarian representative, relating to the settlement of the Bulgarian difficulty, ba\e hitherto been without result, Z^nkoff having insisted on extreme condition,- notably that neither Russian General, Kussian Minister of War, nor Russian Ambassador shall partake in the negotiations.
Algiers, February 9th. Anumber of general officers of the French army have left thid city to take commands in France. Several battalions of troops have also been ordered home.
