FRANCE AND GERMANY. Prince Bismarck's Speech.
London, January 12. In his speech in the Reichstag yeaterday, Prince Bismarck said that Germany v,as perfectly indifferent about Bulgaria. The whole Eastern question was not worth a war. Every generation Germany "would be compelled to go to war vith ■Franco it the times remained unchanged. Any day the French Government, to avoid domestic pressure, mteht have recourse to war, and they certainly would do co whenever they thought thoy "were strong enough. If the French should prove victorious their actions would bleed Germany to death. The perpetaal fanning of the war spirit now going on vaa certain to occasion nvar. London, 12Hi January, — In the course of hif^ address on the Army Bill in the German Reichstag, Princo Bismarck denied that any alliance had been entered into between Germany and Kussia. it would be necessary for Germany to at onco strongly occupy the passes in tho Vosges, Jura, and Black Forest, to prevent if possible an irruption If tha Bill is rejected, Parliament will be dissolved, and the Government will awsuma I all power. Ben* Windhorst persisted in his opposition to the Bill, and he said that he expected the Reichstag would reject it. In France there is a feeling of relief at Bismarck's statement that Germany did not intend to attack France.
