BISMARCK DEFEATED.

Berlin, January H. In the Reichstag last night the Army Bill was again under consideration, when the House, by a majority of 32, passed the amendment granting, tbe increase of the effective peace footing of the army for a period of three years only, in place of seven yoara as required by the Government. The House then rose, and a proclamation was to-day issued dissolving the Reichstag. The Tories and National Liberals aupporfc Bismarck, and the Clericals and ißadicnla oppose him. The Socialists and Alsatfous abstained from voting.
