It ig rumoured that Mr Gladstone has re solved not to push the bill embodying his Home Rule policy to its final fate in the present session. It is said that after the second reading has been agreed to, Mr Gladstone will postpone turther dealiDg with the question with the intention of reiutroducing it next session in modified form. London, May 3. The Hon. Mr Gladstone has issued a manifesto to his constituents, the electors of Midlothian. He states that his infirmities prevent him from addressing them personally. His defence of his proposals for the settlement of the Irish difficulty is most eloquent. He admits the honesty of purpose of those members who have seceded from the Ministry and the Liberal party in consequence of their objection to hia Irish policy, but be expresses his confidence that the country will give its support to that policy. Mr Gladstone has announced that he is willing to concede autonomy to Scotland and Wales, as well as to Ireland.
