In the House of Commons to-day, Mr Gladstone moved the second reading of the bill embodying the Government proposals with regard to the establishment of local autonomy in Ireland. In the course of an exhatistive speech, the Premier stated that be was willing that the question of the retention of Irish members in the House of Commons should be fully considered in Committee, and suggested their appearance in debates dealing with questions of Imperial taxation, and that a joinb English and Irish Committee should consider questions involving the interests of the Empire. London, May lltb.— Tbe "Timea" publishes a rumour to-day to the effect that the Government intend to extend the Arms Act to Ulster as a precauitonary measure. ! The Marquis of Bavtington moved the rejection of the Home Kule Bill in the House of Commons last night. Ec characterised the proposals as injurious, and stated that they would not satisfy the Home Kule party. Lord Hartington proposed to meet the Irish difficulty by a gradual extension ef the principles of local self-governmeut. The debate on the Home Rule question has bean adjourn. d until Thursday, the 13th. Mr Chamberlain, it is believed, Avilt not be contented with the concessions made by Mr Gladstone, and Mill vofe for the rejection of the measure, which it is generally expected will take place.
