It is understood that the Japanese Cabinet has decided to try and obtain Washington's acceptance of a scheme to create an American and Japanese board to consider the California!) question and to recommend to Washington and Tokio remedial legislation just to both races. TROUBLE BREWING. TOKIO, Sept. 23. Several leading newspapers state that in the event of the Califorian legislation being passed, the Japanese Government will bring a law suit against California on the ground that the law is unconstitutional and violates the treaty rights of Japanese.
