M. MILLERAND'S INTENTIONS. Received 925 a.m. PARIS, Sept. 24. President Millerand, acknowledging M! Bourgeois's congratulations, indicated that he intended to play a bigger part in foreign affairs than previous Presidents doing so in concert with Ministers, who were the defenders of the Government.
