INDIA AND TURKISH PEACE. PASSIVE RESISTANCE POLICY. DELHI, Sept. 9. The Indian National Congress at Calcutta, under the Presidency of Laj Patral, adopted by 1,826 to 804, M. Grhandi’s programme of non-co-opera-tion as a protest against the harsh terms of the Turkish peace treaty. This includes Indians surrendering honorary titles and offices, the withdrawal of children from the Government schools, the withdrawal of lawyers from practice, and a boycott: of the Legislative Council! and of British goods. / CHINESE TRADE RELATIONS. ' ; Received 9.15 a.m. t. , PEKIN, Sept. 10. Commercial Commissioner Turin, representing the Verkhnondinsk District Government in Siberia, has arrived here for the purpose of establishing trade relations betyreen Siberia and China. Turin conferred with the Chinese Foreign Office, although he was not officially received. It is reported that the French Minister has advised the Chinese authorities against formal | CHINESE IN PHILIPPINES. THREE THOUSAND TO' BE DE PbRTED. Received 9.15 a.m. NEW YORK, Sept. 10. Reports from Manila state that more than three thousand Chinese who entered the Philippines from Borneo in violation of the immigration laws, will he deported In accordance with the decision of the Philippines Council of State. The Chinese are charged with introducing large quantities of opium into Mindanao, whence it is distributed throughout the Philippine Group. The territorial authorities are much concerned over the existence of the big opium trade, and intend to take drastic measures to wipe it out.
