Recived noon. WASHINGTON, Dec. 21. The Lettish. Government has appealed to the United States in com mon with the Allies for protection against the Bolsheviks. The withdrawal of the Germans from Lithania is leaving the country at the mercy of the Bolsheviks.

The New York Times Washington correspondent states: According to diplomatic advices received to-day, ? ■ eflnite plan of action witft a v.jw to restoring order in Russia is now in progress. It is said President Wilson and the Entente Premiers have exchanged views on the and military operations will begin with the winter instead of the spring. The paramount need of stamping cut. anarchy and chaos is described as the motive of the plan. Though the .txpedition will be of a military character, it will not be war against Russia — rather an extension of police duty to protect foreign interests as well as civilians. Though the Bolshviks are upward of a million strong, according to latest advices they are not in a condition to offer real resistance. The extent of the military operations has not yet been determined, but it is expected that Japanese as well as British and French will participate.
