GERMANY'S TROUBLES.
ACTION BY GUARDS REGIMENT Received 8.50 a.m. BERNE, December 21. The Guards Regiment at Berlin proclaimed they no longer recognised the authority of the Workers' and Soldiers' Council. It is predicted this will radically improve the chcatic condition in Germany. GERMAN SOLDIERS' ATTITUDE Received 11.10 a.m. LONDON, Dee. 21. Mr Dosch Pleurot says unless the returning troops completely change in a few days, it is unlikely they will support those troops who demand the removal of all officers from authority and the elevation of the Soldiers' Council to supreme power; also the removal of Hindenburg and staff. The Arbeiter Soldatenrat is in no humour to receive them. BOLSHEVIK PRESTIGE WANING. NEW YORK, December 20. Mr. Dosch Fleurot, writing from Berlin, says: Eor the past five days Berlin has been filled with returning troops, fully armed, who are in no mood to trifle with the Bolshevik element. With their support, Ebert has been able to take a firmer stand for the earliest possible meeting of a Constituent. Assembly, which will establish, real democracy. Licbkneeht tried a typical Bolshevik trick at the moment of the opening of the National Arbeiter Sollatcnrat, with deplorable result to himself and the Sparfacus group. Licbkneeht led about 8000 work men through the streets to the Abgcorganstcn hall, where the President of the Vollzugart was making a speech to a body of representatives elected by the Soldiers and Workers' Council, when Licbkneeht's delegation took the stand, making a strong Bolshevik speech. The meeting broke up. This move would seem to have broken Licbkneeht's political chance. THE SPARTACUS MOVEMENT CHECKED. BERLIN, December 20. The National Workmen's Council is considering plans by which the German Republic may elect a president on Sunday. It is argued that prompt action is necessary to show the Allies that Germany has a responsible Government when the Peace Conference begins. The general outlook appears to be that the Spartacus group has been checked. Ebert has vigorously acted against the followers of Licbkneeht. Just before the Soviets' Conference adjourned, thirty soldiers created a sensation by invading the meeting room and demanding that the delegates immediately vote, disarm and disqualify all officers, and place authority in the hands of the Soldiers' and Workmen's Councils. Their appearance caused a great uproar. The Congress finally adjourned in confusion. The episode is regarded as another attempt by Licbkneeht to stempede the Congress.

The Daily Express Berlin correspondent states Herr Rathenau, head of the German General Electric Company, the largest employer in , Germany, interviewed, said Germany was ruined industrially, economically and politically for generations. He believed the German peoples are only guilty of believing what was told them. Rathenau declared- only £alf Germany's population can live on the country's products, the other haH depended on industries for which materials must be bought and paid for by what we sell then. There will be a great tide of emigration to South America, the Far East, and Russia, resulting in the Balkanisation of Europe. Germany's disappearance from her position is important, and is the most dangerous fact in history. Sooner or later the eastern powers will press ou western civilisation.
