Roumania is slowly bestirring Mrself. Ferdinand is conferring with Ministers and ex-Ministers. The Germans are blackmailing and threatening the people and emptying the country of supplies. The threats include the harshest proposals, which are being forced upon the Court. Mackensen is believed to have seven divisions, the whereabouts of which are causing anxiety. THE POLISH DEMOCRACY. Received 12.'20 a.m. AMSTERDAM, Nov. 5. Advices from Warsaw report that the Polish Cabinet has issued a manifesto that the interests of the privileged classes must give way to the well of the country, therefore a National Government will be found mainly consisting of the representatives of workers. STOCK EXCHANGE ACTIVE. Received 12.45 p.m. LONDON, Nov 5. The Stock Exchange is cheerful and fairly active. Consols are quoted at 611.
