The New York Herald's Havana correspondent states that Cuban: troops will be-fighting on the. west front before the end of the year: ' , PRESIDENT WILSON'S VETO. WASHINGTON, July 15 President Wilson vetoed a bill fixing the price of wheat at two dollars forty cents, because it would increase the cost of living and "the Allied Governments would be obliged to buy ati an increased figure, and the whole scale of their, financial operations in America, in which "the United Government was directing- assisting, would thereby be enlarged,' ' AMERICANS AT THE FRONT.
