ENGLAND CANNOT BE STARVED
Received 11.40.
AMSTERDAM, Feb 4

Even German official utterances confirm his view, but hold it may be possible to so reduce the enemy as to enable Germany to achieve complete victory. This is still a heavy task, owing to increased efficiency of anti-submarine measures, the increased look-out of the enemy and neutral shipyards.
