NEW VOLUNTEER ARMY.

PETROGRAD, Feb 4.
Decrees have been published establishing a new volunteer army, to be styled "The Red Army of Workers and Rj&sants." TBe~ men are to be paid fifty roubles monthly. Every volunteer must be recommended as a convinced revolutionary, and prepared to grants life for the Soviet Government.
