But Belgium cannot bo considered separately, but must be settled with all other war problems. Germany is ready to renounce territorial and economic conquests if her enemies are ready likewise to do so. Belgium specially interests Britain, and Germany would be willing to restore its independence under guarantees of neutrality and the rights of the various nationalities.
