KAISER VISITS SOFIA? * TO PLACATE BULGARIA. Received 10.5 a.m. BERNE, Sept. 21. German wireless states that the Kaiser has left Budapest for Sofia. It is understood the object of his visit is to smooth the difficulties between Central Powers and Bulgaria arising from letters of refusal to give further military aid to her generals The talk of annexations has alarmed the Bulgarians.
