GOVERNOR AND CABINET RESIGNS. Received 11.30 PETROGRAD, Sept 11. The Military Governor and Cabinet has resigned in order to give Kerensky a free hand. The Admiral commanding the Baltic Fleet has issued an order urging the Fleet to avoid dis-union, and to carry out the orders of the Provisional Government. Kerensky asked Alexieff to resume command of the armies, hut Alexieff refused. Korniloff’s cavalry, which is known as the Savage Division, and is composed of Circassians, Georgians, and other non-Europeans has arrived at Yyritya, 30 mile's from Petrograd. RUSSIAN CIVIL WAR. His troops were deceived into believing that they had been sent to crush a maximalist conspiracy ' which was non-existent, - The executives ‘ request army committees to disobey the orders of Korniloff and his fellow traitors, and carry out the demands of the central committee and the Provincial Government; also to explain to the soldiers, especially the waverers, the true meaning of Korniloff’s plot. * THE ENTENTE POWERS. HELPING THE RUSSIANS TO HELP THEMSELVES. Received 10.5. BERNE 7 Sep! 11. The Chancellors of the Entente Powers, whilst faithful to the principle of not interfering with the internal affairs of Allied nations, are making friendly overtures to the Provisional Government at Petrograd with a view to putting the revolution on a footing of political stability. The Entente is prepared to make fresh sacrifices on behalf of Russia and to furnish all arms and munitions required, but they desire an assurance from the Russian people that they are prepared to give active collaboration to ensure the triumph of the common cause, by supporting the Government and freeing Russia from the enemy. THE FALL OF RIGA. GERMANS SUPPLIED WITH INFORMATION. LONDON, Sept. 11. The Daily Mail’s Petrograd correspondent says;—A member of the soldier’s and Workmen’s Committee, belonging to the Twelfth Army, which defended Riga, reveals apparent treachery in regard to the fall of the "town. LONDON, September 10. The strength of the rival parties in Russia is obscure. There is a prevalent belief in London that a rigid censorship is hiding momentous and most grave events. It is believed Korniloff’s challenge to Kerensky’s authority is backed by Kaledin, the Cossack, Cadet and Monarchist parties. Kornilotf’s hold upon other troops is an unkown quantity. Korniloff is not expected to accept a compromise, believing that after the failure of his Moscow warnings, a most stringent military dictatorship is the only hope of stopping the riot and restoring Russia as a military ally.
