ENEMY'S FOOD SHORTAGE.
FOOD REGULATIONS IN GERMANY LONDON. Jan 16. The Daily Telegraph's Rotterdam correspondent states that the beer stamps secure an equal distribution. They were instituted in Bavaria. No beer is sold in Munich after eight o'clock in the evening. The authorities are anxious with regard to the popular unrest in the min ing and industrial districts following the reduction of the potato ration to three pounds.
RIOTING IN COLOGNE. Received 11.40. GENEVA, Jan. 17. The Cologne station has been closed for three days in consequence of disturbances which the troops had to be called out to quell.
