THE REACTIONARIES IN POWER. Received 9. PETROGRAD, Jan. 12. The new Premier is Prince Nicholas Galitzen, member, of the Extreme Right, and not his distant relative Prince Alexander Galitzen, whose speech in the Council denounced the dark forces in Russia The Times' Petrograd correspondent says the Cabinet changes indicate that the reactionaries are directing the inpolicy. Galitzen favours a relentless war, but wants to postpone domestic refonm s until victory is secured. LONDON, Jan. 11.
The "Daily Chronicle's" Petrograd correspondent says Trepoff's resignation was due to his refusal to consent to Protopoff's continuance in office, because while the latter remained co-oper-ation was impossible between the Government and the legislative institutions. Progressive newspapers are not enthusiastic regarding Galitzen, who is opposed to domestic reforms until after the war. The Duma will re-assemble on the 25th January.
DANGEROUS MAN RETAINED
ROTTERDAM, Jan. 11. The "Lokal Aneigefr 's'' Wja.rsa.vr correspondent says Russian papers report that the Czar has decided that M. Sturmen shall resume activities as advisor to the Foreign Affairs Department. PARIS, Jan. 11. The "Figaro" states: During Hturmer's Premiership Germany nearly reaehed the Russian jjowder magazine with a lighted match. -3
HUGE RUSSIAN LOANS.
<1 PETROGRAD, Jan. 11. The Minister of Finance is preparing the issue, of a military loan of three thousand million roubles, and subsequently loans of five million roubles.
