DRASTIC RESTRICTIONS ISSUED. Received 9. LONDON, Jan. 12. New orders issued by Lord Devon - port require the extraction of an extra five per cent, from wheat or the addition of five per cent, from barley, maize, race and oats. Millers are also empowered to add a further five per cent, voluntarily. The orders also forbid feeding animals on wheat suitable for seed or flour, manufacture. Chocolate is made more costly in price by threepence per ounce retail; other sweets twopence per pound. Retailers are forbidden to sell them for public purchase after March 1. An order also restricts the quantity of sugar to be used in confectioneryA
