Advices from Vienna state that Count Koerber's fall -was due to the German party in the Austrian Parliament demanding Home Rule in Galicia and Bohemia, subject to the Kaiser's proclamation, whereas Count . Koerber desired Parliament to discuss the matter in accordance with the constitution. German Radicals also demanded that a new Council of State be formed, whence Poles would be excluded., securing to the pro-Ger-mans a majority. Count Tisza finally persuaded the Emperor to appoint Herr Spitzmuller, who is a pro-Ger-man, in order to secure agreement.
