The Daily Telegraph's Roce correspondent states that extraordinary precautions are being taken in Berlin in view of the meeting of ihe Reichstag, where gravest happenings are considered probable, owing to the excitement of the hungry populace. The people have been hoping to see large supplies of Roumanian cereals, but they have not yet arrived.
