To-morrow every elector mi the municipal roll is called upon to perform the most sacred nf his civic dutie^hM- 'ho- -Zeroise' greatest onf all his social privileges. . , Ev|ry man and woman who; has ta|cen the roll s haS ah? undeniable ;&tatu|tory right to hate a voice in "the selee- ' tibh: of the} men to eoiadueT the" public affairs, and Sjiat „ no ffime? since the first whar]e .. hereabotot’Mas that duty.audlphivi been cff such vast importance j to, the well-being of the whole community] as it is to-day. Private property has been pledged] to -hSecurh ! immense loans, ahd]! rates are ]be : ihg levied and re-fifs] raised to an almost penal stage to provide interest thereon. . If these ‘ Iparfh had . been well and wisely spoilt th exposition might have- been- bearable until such; time as sprue aspects of them became :more profitable, and aceumu- i lations of| 'sinking funds were sufficient to relieve the burdens. But if&j no use blinking the fact' that pthdic works are a positive; failure, and that the Borough h-1 nances aa’e iii such a condition a«j to make a timid man rather see& : 1 liquidation than face the stupen-1 «dous task d'hat lies before hint. Who is at fault, now matters very tittle; this & a time for exercise i of organising ability, determine j ticai and hard work, rather than for and we again, wish to the fact that this town cannot stagnate—its public works ‘ and finances must improve or the burdens on rate jand rent payers must become still #®ore unbearably he&vy. This is. no election talk; It is .what every businessman can sfate to be the case, whether he has' interests in the Borough or not. V We ask every, property-owner to seriously reflect or what the ultimate Is to be if a policy of drift is allowed to continue. Drainage, water, and light! loans have been exhaused on failures; some pay rates and cannot benefit by either system; the sanitary comlitoin is such as to call forth odium from men in high judicial positions
conditions whioH m\ist befednte intensified as., /summer approaches and population increases,, -so as to become a menace to the health of the whole Dominion. Whether the large body of electors have fiillj' realised the position does not affect the facts one whit; we have to set our house in order or run the risk of being held up to execration by the whole country, and it is just as well that we should realise what the end of the desperate drift we are now on will be. We earnestly appeal to every s house-owner and ' every householder to sink all considerations of personal friendship, of sentiment, of parochialism, and footpath and load of gravel politics, and elect a Council with the organising capacity for setting our public works and our finances on a rational basisabandon compliment paying ’ apd with serious introspection select the men from those that are offering whose business ability and experience you think are best able to attack the dry-rot and drift and put your affairs on the upward road. .
