DISLOYAL ELEMENT REVOLT. B (Reed. 9.5 a.m.) ROME, Feb. 11 It is reported from Libya, that the withdrawal of troops from the interior has enconragetl the disloyal element to inflame a rebellion. The rebels are marching on Tripoli. The fate of several who were recently sent on an expedition into the interior is unknown
