CRISIS MAY LOOM 1 AT ANY MOMENT LABOUR’S DELICATE POSITION LONDON, Monday. The “Daily Herald'* says the coming week will be full of incident. The Cabinet on Tuesday will have to agree upon its unemployment policy, on which it may decide to stand or fall. Furthermore, if the House of Lords again insists upon its amendments to the Coal Mines Bill, says the paper, there will be a first-class crisis, -and possibly an early election. Ministerialists are petitioning the Prime Minister, Mr. MacDonald, to proceed with new naval construction. This relates to an impending announcement on Wednesday regarding the navy programme, in which, the "Herald’’ says, it may be found that the Ministry proposes discreetly to spread building over a long period.
