ALWAYS EXCEEDS SPEED LIMIT “ROUGH-AND-READY DEVICE” LONDON, Dec. 18. In an article in the “Observer” Mr. G. Bernard Shaw confesses that he has broken the speed limit every time he has taken out his car during 21 years of motoring. He always drives as fast as he can with safety, he says. Nevertheless, Mr. Shaw regards the speed limit as a rough-and-ready device to enable the police to mulct inconsiderate drivers. He suggests that a useful Act may result from the Road Traffic Bill if every line is amended to make it mean the opposite to the original draft.
