MR. GUINIVEN ADDRESSES RATEPAYERS

In furtherance of his campaign as a candidate for the mayoralty of Takapuna, Mr. John Guiniven addressed som© 100 people at the Foresters’ Hall, Takapuqa, last evening. Mr. G*. Creamer presided over the meeting. Hia address was largely on the lines of his opening speech of the campaign. At i:s conclusion he answered a number of questions. . Mr. J. Davis, a member of the retiring council, who is seeking re-election, also spoke upon the administration of th« borough during the past two years. He suggested that the administrative system should be changed from the present multi-committee to the unicommittee system. Mr. Davis claimed that such a change would make for a fuller understanding by each individual councillor of every matter coming before th© council, and would enable the work to be done much more expeditiously. The strain on the office staff would also be lessened.
