For instance, some doubt whether there is sufficient liquid capital to absorb the bonds, and there is also a fear that their issue at five per cent, might deflate the existing bonds. There is a feeling among highplaced officials that if M. Briand had a free hand it might be easier to adjust the Rhineland problem; but he is a subject of M. Poincare’s security complex, backed by a similar strong French mentality. Likewise there is a feeling that with only a few months to go to evacuate the second Rhine zone would be a liberal French gesture that might be risked for the peace ideal.
