RATING REFORM SCHEME
MR. CHURCHILL EXPLAINS British Official Wireless RUGBY, Saturday. In the course of a speech yesterday at Dudley, the Chancellor of the Exchequer, Mr. Winston Churchill, claimed that eventually the new system of rating now under consideration by Parliament would bring about complete harmony between the needs and the resources of each district. Instead of some districts being unable to provide for the necessary services to maintain their population in health and to provide education, and instead of them having to throw themselves upon those who happened to be their neighbours, there would be an even distribution of burdens and resources. Referring to the way in which he had found the money for his rating scheme, and in particular to the petrol tax which has been increased by 4d a gallon, Mr. Churchill said he believed the tax would stimulate the scientific development of British coal in the direction of pulverisation. That would enormously strengthen Britain’s commercial and industrial position.
