NEW ENGLISH RULE
(United P.A.—By Telegraph — Copyright) (Australian P.A.—United Sei'vice) LONDON, Thursday. An addition to the laws regarding the scrummage was made at the annual meeting of the English Rugby League. This provides that no forward shall at any time have both feet off the ground. Further, any forward who drops on to one knee in an endeavour to hook the ball shall be deemed to have intentionally fallen. Referees are authorised to inflict penalties if the rule is infringed.
