Notwithstanding laws and regulations, the average speed of motor vehicles is on the increase. The very skilled driver, who at the same time is considerate and reasonably cautious, instinctively sets himself a range of speeds which, varying constantly according to circumstances. are always just right. On the other hand the novice is too slow in places, too fast in other places. The road hog is too fast all the time. These latter types are like poor musicians who do not understand their art. They are generally out of time or out of tune, and are a constant danger to others on the road.
