PRESS COMMENT ON HOLLWEC'S SPEECH. "CHIEFLY FOR HOME CONSUMPTION. " "THE COUNTRY IS BESEICED." "GAINED NOTHING DECISIVE." (Received 12.30 p.m.) New York, December 12. Heir von Bethmann Hollweg's speech was wirelessed to America before it was delivered. The newspaper world comments say it was intended chiefly for home consumption. Hollweg could expect nobody outside Germany to believe all Ms claims. The majority of the people of the Fatherland, despite the fact that they have been regaled with victories from the beginning, realise that the country is besieged like a fortress, resulting in an intolerable strait on the nerves. Despite nominal triumphs, Germany has gained nothing decisive to counterbalance the terrible sacrifice. Hollweg uses brave words with a view to arousing the people to further sacrifices.
