GENERAL JOFFRE. IN SUPREME COMMAND OF THE ALLIED.FORCES. United Press Associat'on. (Received 8.5 a.m.) New York; .November 16. According to confidential advices received by the Russian Consulate, General Joffre has been placed in supreme command of the Allied armies in all theatres. It is asserted that General Joffre made clear to the British during his recent visit to England that undivided management would be required to avoid consequences similar to those which happened to the Anglo-French forces when the British were, unsupported at Loos. On that occasion, what might have been a great victory fell short of the goal- because someone blundered. PEACE TALK RUMORS. (Received 8.5 a.m.) Rome, November 15. The Tribune's Paris correspondent states that the assertions from Rome that the Kaiser has written to the Pope asking him to secure a truce is emphatically denied by the Vatican officials.
AN OPTIMISTIC REPORT. "ENEMY WILL BE ROLLED BACK-" (Received 8.5 a.nv.) London, November 15. The Tribune's Paris correspondent states, after spending three days on the captured ground at Artois, that he is confident the enemy will be rolled back by the surge which is gathering momentum daily. General Joffre's big guns are preparing the way just as they prepared for the great assault in September.
