The Daily Chronicle’s Petrograd correspondent says that when General Mackensen was called away to the Serbian front General von Linsingen took command, but at the crucial moment General Wansff wrested the initiative and pierced the front where the armies of General Bothrner had experienced a check, due to the outflanking of General Bothmer’s forces and the isolating ot General Pefilantzer’s army. There is no question at present of further attempts on the part of the Germans to advance on Rovno. No more troops can be detached tor Serbia, and, in fact, it may be necessary to despatch Austrians who were destined for Serbia to Galicia. M. Nadeau states that whatever are the Balkans development we must not forget that the principal theatre as always Russia. An important victory there would determine events in the south. The Germans are desirous of capturing Dvinsk at all costs, and are sustaining frightful losses. Ihe callings is horrible. The war has entered a new phase, and the effect of the reorganisation of Russia s army is dailv more felt.
