OWIMD PEEM AiSOOI i TIOJI (Received 9.55 a.m.) Paris, - October 12. Official—A wireless message states: Germany is resolving to institute a state of slavery in Belgium. It regards the entire population as civil prisoners, and is compelling them to work the railways, although unaccustomed to manual labor.

A communique says :
The French continue their attacks north of Arras and north-east of Souchez and east of Neuville. They only succeeded in penetrating.our advanced line at two points. We repulsed the French on both sides of Tahure. They nowhere gained ground.
