Dr. Leibkuecht, the Socialist., is the subject of military discipline, and is not allowed to 'write articles or speak in public except in the Reichstag or the Landtag (State Parliament). MISCELLANEOUS. London, March 22. The Daily Express reports that Friedrich Kuhler, a Bavarian deserter through ill-treatment, alleges that the Germans in December, shot thirty prisoners, including several officers. The bulk were shot by the order of Major Heffman, the order being carried out by Lieutenant Neumehle at Wedwiuuk, between Menin and Warneton. Amsterdam, March 22. Three hundred Germans have been sent to asylums, having been driven mad by the British artillery and the slaughter of their comrades at Neuve Chapelle. The Yorwaerts states that Liebnecht and Ruehle voted against the Budget, and Ledebour and twenty-eight Socialists left before the division.
