GENERAL. United Press (Association. Sydney, February 1. The Belgian Relief Funds for January total eighteen thousand sterling, with the Government subsidies. WAR PRECAUTIONS ACT. (Received 9.30 a.m.) Melbourne, February 1. Mr Pearce (Minister of Defence) denies any change of policy regarding the treatment of enemy subjects since the proclamation under the War Precautions Act of October 30. The new regulations are practically a reissue of this proclamation, which, while giving military authorities and the police the widest powers, does not mean that these powers are used to the fullest extent. _____
