THE INSURANCE ACT. (B? Electric Telegraph—Copyright] [United Press Association.] London, June 10. In the House of Commons, the second reading was carried of an amending Insurance Act,! dealing with unemployment. The policy of the Act is unchanged, the amendment being directed towards cheapening the administration and to bring more trades 'and callings under its scope. Critics urged that the Bill relieved the Treai surv alone.
REFORM OF HOUSE OF LORDS. London, June 10. It is asserted in Ministerial circles that resolutions for the reform of the House of Lords are ready, and are certain to be discussed this session. If carried, the second chamber will not contain any vestige of the hereditary principle, and the absolute veto will not. be restored. The Nation suggests that the House of Commons should elect the whole or part of the second chamber on a proportional representation 1 basis in two batches, so as to resort to a composition of two elected Parliaments instead of one. ..'■..'
