KAISER'S DIPLOMATIC MOVE. [By Electric Telegraph—Copyright] [United Press Association.] (Received 9.30 a.m.) Bucharost, April 13. The Kaiser shortly visits King Carlo. Diplomatic circles declare that the object is to strengthen the Triple Alliance's relations with Roumania, in view of Russia's recent efforts to establish her influence in Roumania.
