Lord Loreburn, in an exhaustive letter tb tile Press, strenuously appeals to all parties to confer and settle the Irish question by consent. (Received 99.10 a.m.) London, September 11. Lord Loreburn's proposal has met with a lukewarm reception. The Unionist evening paper declare that a compromise on the-existing bill is impossible. It will be necessary to begin afresh. The Star contends that it is useless to negotiate because the Unionists w.ill not yield anything. The Westminster Gazette declares that the disturbances in Ulster will be a grave calamity, and though the conference is beset with difficulty, it will be worth trying to settle by : consent.
