A number of Royalties -attended^ The speakers paid a tribute to Mr Carnegie's generosity. The hall will contain four busts of King Edward, Sir Randall Cremer (founder of the international arbitration league), Hugo Grotiua (pioneer of international law), and Wt T. THE IRONY OF FATE. London, August 28. The Daily Telegraph comments on the irony of fate that a period of wars and rumors of wars should yield today's inauguration of The Hague Palace of Peace. It adds: "It is good for us that wo have- great ideals, as long as we remember that the measure of the nation's' security is the precise moasure of its strength."
